DISTINGUISHING FEATURES OF THE CLASS: Under the direction of the Mayor, the Chief of Staff will be the primary staff person in charge of internal and external affairs for the Mayor’s Office. The Chief of Staff works closely with the Mayor and other Executive Staff to develop and implement policies and Mayoral initiatives and helps ensure the successful operation of City government. The Chief of Staff also directly supervises Mayor’s Office staff and oversees the management of the Mayor’s daily schedule.
TYPICAL WORK ACTIVITIES: (Illustrative Only)
Serves as a liaison to all City departments and agencies, supervising the development and implementation of specific policy initiatives at the Mayor’s order. This includes but is not limited to ensuring Commissioners and Directors of the various City departments and agencies fully implement and comply with new initiatives, and helps create and maintain performance analysis of different mayoral initiatives;
Serves as the Mayor’s liaison to the Common Council, sharing information and developing policy initiatives;
Manages intergovernmental affairs on behalf of the Mayor, and represents the Mayor in specified meetings with intergovernmental stakeholders at the local, state and federal levels, including meeting with public and private entities that work with the City of Albany;
Works closely with the City’s Chief Operating Officer to manage external media and press requests, including speaking on the record to news media regarding city matters as necessary, and creates and implements a strategy to clearly communicate City goals and progress towards those goals;
Works closely with the City’s Chief Operating Officer to identify areas of improvement across all City Departments and Agencies, and helps develop plans to ensure improved delivery of services;
Researches and briefs the Mayor on new and innovative policies and best practices;
Provides research, recommendations, and drafts for policy-based speeches, testimony, and other public statements;
Oversees the management of the Mayor’s schedule and appointments;
Attends community functions and events with and on behalf of the Mayor;
Oversees the management of social media and other external communications;
Manages Mayoral appointments to boards and commissions;
Supervises Mayor’s Office staff and delegates duties to staff as appropriate;
Approves office requisitions as necessary;
Performs related work as required.

Thorough knowledge of the structure, operations, and functions of local government as well as State and Municipal policies and procedures;
Thorough knowledge of the principles and practices of public administration & office management;

MINIMUM QUALIFICATIONS:
Graduation from a regionally accredited or NYS registered college or university or one accredited by the NYS Board of Regents to grant degrees with a Master’s Degree (or higher) in Public Policy, Public Administration or a related field and two (2) years of progressive experience in policy development and implementation;; OR
Graduation from a regionally accredited or NYS registered college or university or one accredited by the NYS Board of Regents to grant degrees with a Bachelor’s Degree in Public Policy, Public Administration or a related field and three (3) years of progressive experience in policy development and implementation; OR
An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
