DISTINGUISHING FEATURES OF THE CLASS: This is an appointed position by the Mayor. The incumbent in this position plans, directs, and oversees the full operations of the Department of Administrative Services, providing centralized administrative functions to support all City departments. The Department is comprised of the Offices of; Budget, Human Resources, Innovation & Performance, Information Technology, Purchasing, MWBE Compliance, Payroll, Equal Employment Opportunity (EEO), Civil Service, Public Records, Energy & Sustainability, and Cultural Affairs. General direction is received from the Mayor.
TYPICAL WORK ACTIVITIES: (Illustrative Only)
Provides strategic leadership, policy direction, and administrative oversight across all divisions of Administrative Services;
Ensures equitable, effective, and sustainable departmental operations aligned with City-wide goals;
Prepares forms and instructions for use by department heads in submitting yearly budget requests or revisions;
Oversees and administers all policies, procedures and duties in all the departments and sub- departments that fall under Administrative Services;
Oversees and administers the city’s human resource and employment training programs and initiatives;
Prepares an annual report describing the activities of employment training and education programs funded either through the government or the City of Albany. Prepares a description of the programs administered by city departments, including staff, services, resources and cost associated with the individual programs;
Prepares a performance standards report to compare the service delivery area’s standard for programs administered by the City of Albany including employment rates;
Reviews departmental budget requests to identify areas requiring further justification or explanation;
Studies submitted budget material and discusses material with department heads to verify needs and makes necessary adjustments as required;
Works with the Mayor and Chief City Auditor to maintain expenditures and finalized budget;
Assembles budget data and prepares analyses for review by the Mayor, including vacancies, cost trends and salary projections;
Makes recommendations to the Mayor for effective and efficient utilization of available resources;
Prepares and reviews with department heads estimated revenues, state and federal aid resources and estimated receipts for the forthcoming fiscal year;
Prepares the final budget resolution for the Board of Estimate and Apportionment approval and submission to the Common Council for final approval;
Attends meetings of the Budget Committee of the Common Council to provide data and justifications for the proposed budget;
Provides department heads, upon approval of the budget, with the facts and figures regarding their department allocations and insures their awareness of appropriations and limitations;
Oversees the publication and distribution of the approved budget;
Monitors spending of the various departments throughout the year, analyzing trends and insuring that departments remain within their budget allocations;
Monitors revenues of the city to determine any variance from budget estimates;
Advises the Mayor and Chief City Auditor when overspending or revenue decreases may occur;
Closely monitors last quarter spending to insure that departments remain within their allocations or realize a decrease in spending;
Prepares resolutions of the Board of Estimate and Apportionment to authorize transfers of funds within or between departments;
Takes a hands-on lead position of developing, implementing, and maintaining a comprehensive job cost system;
Directs and oversees all aspects of the Finance & Accounting functions of the organization;
Evaluates and advises on the impact of long range planning, introduction of new programs/strategies and regulatory action;
Establishes and maintains strong relationships with senior executives so as to identify their needs and seek full range of business solutions;
Provides executive management with advice on the financial implications of business activities;
Manages processes for financial forecasting, budgets and consolidation, and reporting to the city;
Provides recommendations to strategically enhance financial performance and business opportunities;
Ensures that effective internal controls are in place and ensures compliance with GAAP and applicable federal, state and local regulatory laws and rules for financial and tax reporting;
Performs related work as required.

MINIMUM QUALIFICATIONS:

Master’s Degree in Public Administration, Business Administration, Organizational Leadership, Public Policy, or a closely related field and six (6) years of fulltime paid experience in progressively responsible administrative, managerial, or executive leadership roles within government, public administration, or large-scale organizational management; OR
B. Bachelor’s Degree in Public Administration, Business Administration, Organizational Leadership, Public Policy, or a closely related field and eight (8) years of fulltime paid experience in progressively responsible administrative, managerial, or executive leadership roles within government, public administration, or large-scale organizational management.; OR

DISTINGUISHING FEATURES OF THE CLASS:This is an appointed position by the Mayor. The incumbent in this position provides executive leadership for the Albany Water Department and Albany Water Board, ensuring safe, reliable drinking water and wastewater management. The role includes long‑term infrastructure planning, regulatory compliance, financial oversight, and coordination with local, state, and federal agencies. The Commissioner leads strategic initiatives to modernize water systems, improve resilience, and ensure sustainable service delivery to residents, businesses, and institutions. Work is performed under the direction of the Mayor. Supervision is exercised over all activities of the department.
TYPICAL WORK ACTIVITIES: (Illustrative Only)
Oversees the maintenance and repair of the water distribution system;
Oversees the activities of the water filtration plant, pumping stations, and reservoirs;
Directs major construction projects such as laying water mains, gates and valves;
Monitors current water supply, advises the Mayor and City residents if a problem arises;
Plans for future water supply, taking into consideration population increases, industrial conditions, and fire protection;
Coordinates department activities with the work of other City departments and outside agencies;
Directs the chemical and bacteriological examination of water;
Oversees the business management functions of the department;
Prepares periodic reports of departmental activities;
Develops and oversees long‑term capital improvement plans for water and wastewater infrastructure;
Ensures compliance with EPA, NYS Department of Health, DEC, and all other applicable regulatory requirements;
Provides leadership on sustainability, climate resilience, watershed protection, and green infrastructure initiatives;
Manages departmental budget development, financial forecasting, rate recommendations, and grant funding opportunities;
Represents the Albany Water Department at public meetings, hearings, Board meetings, and with elected officials and community stakeholders;

DISTINGUISHING FEATURES OF THE CLASS: Under the general direction of the Mayor, the City Engineer serves as the senior engineering official for the municipality and is responsible for planning, directing, and overseeing all operations of the Department of Engineering. Under the general direction of the Mayor, the incumbent in this position plans and directs the operations of the Department of Engineering. The incumbent provides executive leadership for the City’s short- and long-range engineering, infrastructure, traffic, permitting, and building maintenance functions. Operations are monitored through both direct and indirect supervision of subordinate managerial and technical staff, including licensed engineers, project managers, and facility maintenance personnel. The City Engineer maintains frequent, substantive contact with Federal, State, regional, and local government officials regarding regulations, funding, emergency response, and project coordination. The incumbent also provides consultation and support to City departments on engineering and capital project matters.
EXAMPLES OF WORK: (Illustrative Only)
Leads, organizes, and directs the operations of the Department of Engineering, including professional engineering staff, project managers, inspectors, and building maintenance personnel (e.g., plumbers, electricians, HVAC technicians, trades personnel).Provides direction and leadership on significant projects and initiatives (e.g., significantly large or complex projects that involve the convening of multiple entities or agencies);

Supervises and reviews the development and presentation of plans, specifications and bid proposal sheets for the purchase of materials, equipment and public improvement projects;
Directs preliminary feasibility studies, investigations, estimates and the preparation of drawings and specifications on proposed projects;
Oversees inspection and quality assurance for all public infrastructure construction and contract work;
Directs all field survey work in connection with the functions of the office;
Provides guidance on the interpretation and enforcement of building codes, standards, and regulations; May review building plans preliminary to the issuance of building permits or municipal construction;
Meets and consults with professional engineering personnel, contractors, and the public regarding engineering matters related to municipal projects;
Participates in public presentations and provides technical briefings for the Mayor and other City leadership; Responds to emergencies involving infrastructure, utilities, or public safety;

REQUIRED KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Ability to respond effectively to resident concerns and inquiries related to municipal engineering and infrastructure; Ability to manage complex capital projects from concept through completion, including technical review of drawings, calculations, and specifications; May exercise supervision over junior engineers, student trainees, and related personnel; Thorough knowledge of civil engineering principles, practices, and methods; Comprehensive knowledge of modern techniques used in designing, constructing, altering, and maintaining public works and municipal infrastructure;

ABOUT THE ROLE
The Director of Economic Opportunity and Development to Mayor Dorcey Applyrs will play a vital role in shaping Albany’s future by helping to ensure that Albany’s economy is competitive, inclusive, and connected to the global economy. The Director will serve as the City’s chief economic development advisor, building and holding relationships with critical private and nonprofit partners, including corporations, major institutions, small businesses, chambers, as well as local, regional, and statewide economic development agencies such as Capitalize Albany and Empire State Development.
The Director of Economic Opportunity and Development will be responsible for developing and driving an economic development strategy for Albany that operationalizes the Mayor’s broad economic vision that Albany’s economic growth should benefit all communities, support small and large businesses, and integrate economic opportunity into policymaking across City Hall. The Director reports to the Deputy Mayor, on a team that also includes the Chief of Staff to the Deputy Mayor, Public Safety Commissioner, and Director of Intergovernmental Affairs. This new role, established under the Applyrs administration, is dedicated to advancing the city’s economic development priorities and supporting the administration’s vision for Albany, fostering small business growth while positioning the city to compete in the global economy.
The Director of Economic Opportunity and Development’s core responsibilities include:
Developing and leading the implementation of a citywide economic development strategy with clear goals, strategies, and measurable outcomes.
Advancing, in close partnership with critical private and nonprofit partners, the Mayor’s economic opportunity and development agenda. Meeting regularly with partners including corporations, major institutions, small businesses, chambers, as well as local, regional, and statewide economic development agencies such as Capitalize Albany and Empire State Development to drive progress.
Presenting recommendations to the Deputy Mayor and Mayor on steps that the City can take to ensure that Albany’s economy is competitive, inclusive, and connected to the global economy. Similarly, preparing recommendations to the Mayor’s Cabinet and Departments on opportunities to incorporate economic development considerations into broader City policies and programs.
Attending meetings of the Common Council, Committees Boards, Commissions, and other bodies as needed to report on progress.
Interfacing effectively with local, state, and federal levels of government to build strategic relationships, identify resources, and advance3 the City’s economic priorities.
Strong Candidates have:
Deep knowledge of the local and regional economies.
8 + years of professional experience in economic development or a related field.
Experience leading and developing strategic plans, carrying these from vision to implementation and tracking.
Extensive experience in building and maintaining productive, positive working relationships with a diverse range of partners across sectors.
Working knowledge of Albany, its communities, and local government.
Excellent written and verbal communications, including broad public speaking experience.
Familiarity with state and federal economic development programs, incentives, and funding sources.
Commitment to ensuring that economic growth expands opportunity and reduces disparities and historical inequities.
A graduate degree in business administration, urban planning, public policy, management, real estate development or a related field is preferred.
A willingness and ability to work outside of a traditional office schedule, including after hours and weekends as needed, and in various indoor and outdoor settings to support the principal.
Rate of Pay: $104,810 – 148,140 annually, commensurate with qualifications and experience.

ABOUT THE ROLE
The Director of Intergovernmental Affairs to Mayor Dorcey Applyrs plays a critical role in the administration by serving as principal liaison between the City of Albany and its federal, state, and local government partners; and between the Mayor’s Office and the Common Council. They ensure that the administration’s priorities are reflected in funding, planning, and other operational decisions made by partner jurisdictions, and that cross-jurisdictional partnerships are amicable, productive and deliver positive outcomes for all Albanians. The Director reports to the Deputy Mayor and forms part of their team, which also includes the Chief of Staff to the Deputy Mayor, Public Safety Commissioner, and Director of Economic Opportunity and Development. By cultivating productive relationships across all levels of government, this role will support the city to strategically position itself in regional and state decision-making.The Director of Intergovernmental Affairs’ core responsibilities include:
Building and maintaining productive, proactive relationships with federal, state, and local elected officials and their staff to ensure that the administration’s priorities are reflected in their decision-making, and that the Deputy Mayor and Mayor are aware of upcoming challenges and opportunities that could impact their own decision-making, and that partner jurisdictions and the City of Albany are able to freely and regularly share information and resources with each other at all times. Managing the Mayor’s Office’s relationship with members of the Common Council and their staff to ensure the same.
Maintaining collaborative relationships, on behalf of the Deputy Mayor, with labor unions and other membership organizations with which the administration must regularly negotiate. Elevating needs and concerns to the Deputy Mayor as these arise. Supporting the Deputy Mayor as they prepare for and engage in relevant negotiations.
Monitoring legislative developments at the federal, state, and local level and collaborating with the Mayor’s Counsel and Director of Policy to interpret and communicate impacts of these developments on the Mayor’s agenda to inform her decision-making.
Coordinating with Mayor’s Counsel and Director of Policy to ensure that the City’s annual legislative package to the State of New York reflects the administration’s priorities, is submitted accurately and on time, and has the support of the local delegation.
Preparing for the Deputy Mayor and Mayor briefing materials, talking points, legislative summaries, and recommended actions for engagement with elected officials and agencies.
Anticipating and flagging potential risks, opportunities, or conflicts in intergovernmental relations, and recommending proactive strategies or mitigations.
Coordinating with the Executive Assistant to the Mayor, the Chief of Staff, and others in the Office of the Mayor as needed to ensure that the Mayor dedicates time to engaging with key government partners directly as needed, and is prepared to do so.
Accompanying the Deputy Mayor to critical meetings, events, and other engagements to provide support and to ensure that the broader Deputy Mayor’s team provides timely and appropriate follow-ups where needed.
Representing the Deputy Mayor and Mayor at meetings, public hearings, regional forums, and civic events as needed, and/or accompanying the Mayor as a trusted representative.
Strong candidates will have:
Extensive experience in building and maintaining productive, positive working relationships with government partners, including elected officials, agencies, and staff.
Excellent oral and written communications and presentation skills.
Knowledge of the principles, procedures, and functions of municipal government, with a preference for professional experience working within a local government.
Strong organizational skills, attention to detail, and the ability to manage multiple priorities in a fast-paced environment.
Working knowledge of Albany, its communities, and local government.
Familiarity, and preferably existing relationships, with local, state, and federal elected offices.
Proven track record of supporting complex negotiations, preferably with labor unions.
Capacity to research, synthesize, and translate legislative, policy, and regulatory proposals into actionable recommendations.
A willingness and ability to work outside of a traditional office schedule, including after hours and weekends as needed, and in various indoor and outdoor settings to support the principal.
8+ years of experience in government, intergovernmental affairs, public policy, legislative affairs, public relations, or a related field.
A graduate degree in public administration, government affairs, public policy, law, or related field is preferred.
Residency Requirement: Preference in hiring is given to qualified City of Albany residents. All candidates must reside in the following counties at the time of appointment and throughout their employment. Proof of residency will be required at time of appointment.

Rate of Pay: $78,780 - $111,400 annually, commensurate with qualifications and experience.
