Albany Mayor-Elect Dr. Dorcey Applyrs Announces Miriam Dixon to Serve as Commissioner of Administrative Services

With 15+ Years of Experience in Municipal & State Government & the Private Sector, Dixon Returning to City Hall to Join Incoming Administration’s Growing Team  

(Albany, NY) Monday, Dec. 29, 2025 – Albany Mayor-elect Dr. Dorcey Applyrs today announced that Miriam Dixon will join the new administration as Commissioner of Administrative Services, a senior leadership role responsible for overseeing and supporting the city’s administrative and operational functions across all departments. 

Dixon brings more than 15 years of experience across municipal, state, and private sector organizations, with a career focused on strengthening government operations, modernizing workforce systems, and improving service delivery. This appointment marks her return to service in the City of Albany for a third time. She previously served as City Payroll Manager from 2010 to 2012 and as Director of Human Resources from 2014 to 2017. 

“Miriam will make an excellent addition to our team, bringing to the table a breadth of experience and a deep knowledge of municipal government,” Mayor-elect Applyrs said. “I am pleased to welcome her back to City Hall and I’m confident that she will be an incredible asset to our team. Miriam’s skillset, expertise and leadership will be critical as we work to continue modernizing our systems and processes to be more effective, responsive, and transparent to benefit every City employee, resident, business, organization, and visitor.”

Dixon is a senior public sector executive with extensive experience leading complex administrative, human resources, and operational portfolios within municipal and statewide government. She has served in chief and deputy administrative roles with responsibility for human resources, labor relations, budgeting, organizational development, civil service, and large-scale systems modernization initiatives. 

Throughout her career, Dixon has partnered closely with executive leadership, elected officials, and governing boards to strengthen institutional effectiveness, modernize workforce practices, and support mission-driven outcomes. She is recognized for her collaborative leadership style, disciplined approach to governance, and focus on building sustainable systems that enable public organizations to serve communities effectively and equitably. 

Immediately prior to joining the incoming Applyrs administration, Dixon served as Chief Administrative Officer and previously as Deputy Chief Administrative Officer at the New York State Teachers Retirement System. Earlier in her career, she served as Director of Human Resources for the City of Saratoga Springs and held roles in the private sector with Layne Christensen Company and Richardson Brands. 

A current Capital District resident, Dixon has lived in the region since 2014. She was born in Waco, Texas, and raised in Kansas City, Missouri. She holds a Bachelor of Science in Psychology from Missouri State University and an MBA in Human Resources Management from Fitchburg State University. She also completed the Women’s Leadership Forum through Harvard Business School’s Executive Education program.
